To call Ruby, you have to check for three things:

Look at the news on your phone. You'll soon get an ad for an electronics store or some shit (I think second week). Then you call said electronics store and you can buy it if you have 1000 added on a card (do it through ATM).
The quest log has been eliminated. Instead, open the relationships screen and click on a character to see how to advance their part of the story. Clicking on Alex gives the quests that are not related to a specific character.

saw somewhere here that you can modify your savec with car emplacement, or keep playing after concert the car will come back in street
Activate the console (for instance with Unren.bat option #3), press Shift+O ingame and type in
car_place=1 and hit enter. This should reset the car to the courtyard outside your house...How did you do this? Are you playing an old version? The bug with Ruby has been fixed a long time ago. Though it could happen with the new Red Quarter party-event again.
