I am also unable to find gifs 2, 10, 16 and 20 that are located under the download links within any of the downloaded video/gif sets.

Try locating that program in your task manager and force ending it. Otherwise if hitting DEL on it doesn't work, it's difficult to help you without being there. You're gonna have to look up some solutions.
All the GIFs you mentioned not being in the archive are in the 2018 folder.
