Can I post games no one requested?

I've read the rules but it's a bit confusing.

1. Follow the uploading rules of the forum (Game Uploading Rules, Comic & Animations Uploading Rules)
2. Use the template found on the bottom of the aforementioned threads.
3. Post it under the request section of the correct forum (Game Requests, Comic & Animation Requests)
4. Report your own thread, tag it as Game update or Comic / Animation Update and state that it needs to be moved.
5. If you do the above steps and get your thread up, in the future if you have any updates you must report the thread as an update with the links.

I'm not sure why step 3 is here. Does it mean we can only post a game if it's requested in Game Requests forum?

Only the f95zone team has permission to create new game threads which is why you must make a game request for a new game thread to be added. Doesn't matter if you are asking for a game or have your own game you want added.

Because it can be a bit ambiguous, the second sentence mean that one can perfectly make a thread request and be the person who provide the link to the game.
