The issue is not the definition, but the players who can't make the difference between "jealous MC" and "frustrated/jealous themselves". And it's precisely what both Count Morado and C3p0 pointed to.
A character that isn't a LI can not NTR the MC since they were never romantic interactions between the twos. Yet some claim that it's NTR because they have the start of a hard on when seeing the character on the screen. In their (limited) mind, the MC own every girls in the game and they should all either be abstinent or have sex with the MC.

I would generally like to see more games that include avoidable netorare, where netorare is used as a punishment for the player's lack of skill or effort. E.g., you win the battle, you get the girl. You lose the battle, you lose the girl.

I find games that are 100% NTR not good for my liking. Too depressing. Especially if I'm playing a likeable MC character and the guy that steal your girl is a major Ahole. I do enjoy games that have multiple routes with at least 1 good route. It's especially satisfying for me if the good route for MC is difficult but also equally rewarding. If I get cucked the entire game over and over, then I better get at least 1 satisfying ending for end.

for me netorare 100% shouldn't be game.
because game have to play for win girl heart (Scene/CG don't count) not play to lose your girl even you do win and OfCourse except for some FMC that you play to lose .

You're not the target audience for 100% netorare games. They're for people like me that enjoy cuckolding and the gradual corruption and distancing of LIs via the MC's actions
