You're a developer of a product that is found on here. You might want to go through some of the game threads on here, many players get VERY invested in the games, from story to characters to the direction it will go in to quirky little things that pop up etc. In grandma's house there is a fun continuous discussion on what tools can and can't be used on a car engine for example... No more than 10% of all games in development receive live discussions on their topics, and these games have been developed for at least 3-4 years. The remaining 90% of games do not have great interest and are of little interest to anyone. Therefore, almost all of these games end up in the "abandoned" category sooner or later. I want to emphasize that the quality of the game or the developer does not matter. 'Conversations' are what PM threads are called here. Within the forums there are threads and messages/posts.
This surely can't mean someone has to create 20 threads to be eligible right, so it must mean post in a thread 20 times? And 'Reply to Conversation' means at least 10 times replying to or multi-quoting a post (making use of the button)? (So at least you'd need 20+10 = 30 posts?)
I just send a PM to a relatively new dev (KandyClub), they received it, could read it, but couldn't reply to it ("You may not start a conversation with the following recipients:"), so they ended up using the game thread for that. Perhaps an exception can be made for users with a certain status like developers? (Some even hardly post.)

Okay, I believe I get it now, it's about the forums post count (3 - 10 - 20) determining to which extent you can interact with the PM system..
