I don't know if I did something wrong or if its a bug but I cant find The War Within quest which you need to complete to progress with Maeve events. Does anyone know how to start it?

I have everything except for Izanami's 3rd scene in the gallery. If someone can tell me how to get it I would greatly appreciate it.

Take her to the festival and deny her when she tries to get it on. Then go to her room at evening or night w/e. That should activate it.
