how do I "meet Mulan at the pub?" I see her in the evening, but she doesn't want to talk.
Made a quick gallery unlocker. Just drop into your game directory and load a saved game and the gallery should be unlocked. Not sure if I got all the characters so let me know if I missed anyone. It should hold up to future versions barring any new characters/major code changes.

Does not work, dropped in the main folder where the exe file is but gallery still remains locked when i load up a save
Click the notebook at the top right, click a name (characters you haven't meant will be named ???), and then clicked "Next Page"

Thanks for the info about the gallery.
But that leads to a complaint -- the dialog box covers a lot of the picture, and even the boxes at the top and the sides. There is hardly a moment where the picture isn't obscured. Surely, there's a way to make the boxes go away when you want them to, or at least make it so if you hit enter, instead of going to the next dialog box, the box disappears and you have to hit enter a second time to bring it back again.
I mean, look at this scene: There's something interesting going on behind that box, but we only get to see it for a brief second before the next box pops up. And at the top, when there is the climax scene, some of her face is obscured by another box.

If you are on a computer you can press the "H" key to hide the UI

You need to extract it into a new Folder. Extracting it over an old version is not working. But the Saves still work.
How do I get them to like me more? Surely I can't just be serving drinks at night and told, whenever I want to talk to them, "I'm really busy today. Let's talk another time, alright?"

Switching scenes, mixing drinks... continue for a couple of days and switch the scenery from time to time
I've been playing for several in-game months, going to every location every time of day for a full week occasionally, and giving everyone perfect drinks. There's gotta be a specific trigger I'm missing. Same with some of the girls, I've clearly maxed out their drinks, but they never advance to the next event, no matter when or where I try to talk to them.Switching scenes, mixing drinks... continue for a couple of days and switch the scenery from time to time

Did you change the versions of the game you're playing in during your playthrough? I did so and I encountered similar issues like the one you just described.
I can't tell what exactly changed things, but for example I was stuck at Belles content and after I played through the new contant, some of Belles contant got normally triggered afterwards... Maybe go back on an older version and try to continue your savegame there.
EDIT: Perfect example! I just installed this, went on and the rest of Bellas contant now got accessable.
Sorry, I can't give you more specefic advice
But maybe this works for you as well at some point.
