In the Ranger's building in Valos, I can't get inside the green haired girl's room. ie. Can't take one step up from here. Can't leave building either since I have to talk to her before leaving the building.

Does anyone have a walkthrough/guide for versions 0.20 and above? The link for walkthrough in the first page shows "page not found".

Man this game has really come a long way. and just think, it was actually redone and yet it's further along than it has ever been.
The writing and art are incredible.

The walkthrough is outdated, the guy(?) working on it hasn't had the time to update it in quite some time and has only recently started work on an updated walkthrough for the latest version of the game, no ETA on it as of now but if I hear anything about it I'll be around. The latest walkthrough guide was for 0.18.4, attached to this post.

The bug with not being able to go into that woman's room, I think that's apart of the Ranger's Quest, is a known bug, though it seems to sporadically happen. I'd recommend trying to go in without having full energy to see if that makes any difference, otherwise you'll just have to wait until the developers release the next update to fix the bug.

For some reason when I access the skills, I cannot leave the screen. Anyone else having this problem?

It was reworked at some point but I can personally attest that it has surpassed the old version in content now.

and I don't have an understanding in versions. Cyberpunk 2077 had a confusing update. 0.14 and then a massive 0.2...uh..0.2 is LOWER than 0.14. wtf?

but this is 0.22, not 0.2. that's like several updates ago if the trend is the same.

0.2 is higher than 0.14 cuz 0.2 is 0.20. So 0.9 = 0.90 is higher than 0.22.

Updates are a bit weird in the sense that, depending on the person doing it, they can seem wrongly structured. The initial response when seeing something, be it a game in development or some other sort of project, at 0.9 the immediate thought typically is "cool, that means it's near completion" which can be wrong as the 0.9 is just the version number. The game had 9 versions released at that time, with who knows how many revisions, marking it as version 0.9, the nine being the minor version titling and the 0 being the major version titling. Until the major version numeral is 1 the game is not complete and due to how minor version titling goes the game could loop back to 0.101 depending on how long the game's development take, but I digress.

Suffice to say, the game is currently on version 22 revision 1, hence the v0.22.1 and when the game was at 0.9 it was at version 9 revision whatever and should of been correctly titled v0.9.1 for more coherency possibly. Regardless, version number naming conventions are quite silly.

I don't think you quite know how decimals work don't you?
