As someone who worked for my own government you VASTLY overestimate the password security we used as "password" alone was seen as a perfectly valid security measure by nearly everyone. That and "1234"Keep in mind that government programs are created by people who don't understand the subject, are built by the lowest bidder and/or cronyism/nepotism, and is maintained by people who are under-qualified, over-worked, under-paid, over-stressed, and exist under the assumption that "Password_1" is a 'strong password' for databases containing enough information to allow criminals to steal your personal information.
At a guess whenever I didn't know whatever password I needed to open a computer or even a secure doorway with numpad I would use either of those two and 75% of the time everything would be unlocked. The last 25% generally being some variation of the postal code from the town I worked for.
'Mazing security protocols 'round here I tell you...
Just about the only place I couldn't get into this way was the mayor desk and his croonies as those area needed a pass to enter.
