Unsure of the exact trigger, but like most content in this game it's arbitrarily locked behind an event.
After your first week at Fairhaven you'll lose the magic fem buff and start appearing more male. Walking by Jeoffry while appearing male will make him suspect you aren't a woman and eventually he'll blackmail you. If you refuse the blackmail he reports you to the director where you can then say you're transitioning and they'll make you see a therapist at Fairhaven. You then should have a calendar or note about the appointment time and you have to be in the Fairhaven lobby to go.
As far as I know that's the only way, and if you've already moved on from or skipped Fairhaven there's no option to backtrack or seek one on your own.

Also with the amount the payment will be blocked, the responsible for that never appear in the bank to allow you to unlock it..
They also refusing to accept a cash payment if you're thinking about using cheat right before to enter the building..
