I can't remember the specific NPCs, but you have to keep going to F7 and F8 (actual poacher floor). I'm kind of a side quest hoarder so, again, can't specifically remember, but I know there's a chain of getting a comb to a Shettle > giving the flower to a cat > freeing a pirate. Just keep descending.

It is also possible that Cloud Meadow creators will take a note from GRRM and start saying "We have checked on work we have already made and we have noticed that it is shit, so we ripped 3/4 of it and remade it. So here is a new mechanic and it also does not work, but it is new!"
