Play through the game, export saves at every scene you want to return to and keep them all in a folder on your computer, then you can import them and re-enjoy them whenever you want. Repeat with different choices if you want to see different versions of scenes or different paths. That's the best you're going to get.
There's someone currently attempting - or at least they were doing so previously, I haven't heard much about their progress recently - to try and make a sandbox version of this game, and it's an absolutely herculean task, and who knows if it will actually ever fully get completed. So you could always wait and see if that ever happens, or you can just enjoy this game as it is, and do what the rest of us do and do multiple playthroughs and make different choices and enjoy the many different possible paths and find new things each time.

Nope, the same person that's working on the sandbox version is the one who previously made the different walkthroughs. They're focused on that for the time being, last I heard, and if they ever go back to make more walkthroughs it won't be until after they've got something working on the sandbox version, so not likely any time soon.
Realistically, if you use cheat, you shouldn't have any trouble getting every girl. You even have access to checkpoints - just know that they can do some funky things if you mess around with them too much - to see all the options at a given time period if you want to. Basically just try things out, see what happens. There are only a handful of "game over" states and even those just pop you back to the choice and let you choose again, so you can't really do anything wrong here. It's meant to be played multiple times to try the different options and make different choices.
Honestly using a walkthrough just ends up leading you to miss things, I find, especially since most of the walkthroughs on here are so old they are missing options that have been added to earlier days, or things have been changed since they were made.

To be completely honest there is no ultimate harem route where you can bang all the girls and do every event. Everyone's version of a harem walkthrough will change depending on what girls you are pursuing what method you want to use.
Romance, slave, mind control, bimboify or even cuck path (Jake bros), femdom/maledom etc.
