I got the same problem. What I did to fix this is:

1. I cleared Run Time Packages. Its on Settings > RPG > Clear Runtime Packages.
2. Run the game again. This will prompt you that you don't have RPG Maker runtime package.
4. In the prompt, select "Download" then Download RPG MAKER VX ACE RTP. If you already have the zip file of RTP, just select the other option. This will open the file manager.
5. Play

I think this problem is caused by having older RPG MAKER RTP. I have RPG MAKER VX only. Hope this helps.
