I had this issue, i think the problem, that is not clear from the guide, is you need to trigger both of Gal's scenes for the VIP to become available. I had done everything but the light bulb scene. Second i did that i went to the club and the VIP option appeared

whe i play v /0.17b gal' contact was there but after updating to v0.19 there's no way to contact gal
first steps after buying the Manison:
Purchase the Mansion (50 Million bucks). visit your new mansion. Expect a call from Agent Candice of BINAF, associated with SPECTRE, an elite division overseeing the security of your newly acquired mansion.
Everytime you're going to the office and go back at the mansion Agent Candice will perform security checks on you. Do this 3-4 times to unlock your first fun scene with Candice (this is repeatable)
You can now call Candice to your Home-Office at your Mansion to perform "security check" on you (repeatable)
Go to Eva's Office before 2pm to discuss about your findings about Yua and her team. Lie to her to cover Yua's real identity
Follow the event until you bring her to your mansion and make her stay there with you

What do I do to guarantee not losing out on any scenes? for example right now I am in Ellen Tutor scene, how do I make sure I get all 4 of those scenes without graduating before seeing them?
If you arrange private tutoring with her before 7 pm Ellen will come and tutor you in FRM. You can have funytime with her and get boob-job from her
If you arrange private tutoring with her after 7 pm, Ellen will offer you whether you really want private tutoring. or go straight to fun. Both scenes are unique and have their own stages
Head over to your office. Rupert will reach out to let you know that the board has decided you'll be stepping in as CEO, taking over from Freya.
