Tried to follow this walkthrough and seems like Jia is not appearing any time before 6pm. Purchased mansion and completed Arina's event.
"Go to the fashion store before 6pm: Streets -> Mall -> Fashion Store
You'll see Jia wandering around the fashion district"

Is there any hero that can help advise?

The only triggers for Jia events are
1. Have to own mansion
2. Complete Arina's event

If you're not sure that you completed Arina's event, you can use console command and set $arina_event to 10

Not sure how to progress with Gal. I went back to save as AVP after noticing her progress bar. Do I need to be Senior Manager to be able to call her in the evenings to establish relationship? Currently up to SVP and still can't interact with her again.
