I disagree with this point. In the first week you can take a sponsor and do the panty requests. If you visit the locker room when no one is there (first thing in the morning always works) you can steal up to 3 panties a day from there. Typically it works out, I normally have enough to pay the sponsor. Getting reputation through this helps with passing stuff in the PTA (I think).
Another tip, the PTA president helps with passing rules if she has a high people skill. I like to focus on the mom with the highest people skill's daughter for the first week. Put her in every class, follow her around when she's out and about, wine and dine her with gifts. Daughters will influence their moms stats over time, so it makes sense to focus on the PTA mom through this.
Admittedly I don't know how huge of an impact this makes, but it does at least give a girl who is more willing to do fun stuff early. Beats doing boring stuff with all the girls throughout the first week. We are here for porn, after all.
