A few factors play in when it comes to lewdness with panties.
First off, the trait "Squirter" a girl can have, which increase her cum by 2.
It's possible to add traits with shift+o
Can't recall the command, but search function should locate it?
Secondly a girl can wear "dirty" panties if you don't steal them and then you can continue to dirty them
Not sure how your own cum in panties affect panty lewdness, but I know their price value drop by it for some reason?
Not knowing what mods you've installed.. one makes it possible to steal from the girls locker in bathroom, sometimes very dirty panties can be found in there.
Being able to cum a lot also helps.. as in you can make a girl cum in her panties a lot more times before you run out of own climax's... Blue Pill and Medical upgrades

With all that I was able to add more than 20 lewdness to a pair of panties pushing them past 60 lewdness but the time taken (both in terms to all the clicks and with the session with the girl having so many actions taking up pretty much a full day) makes this pretty impractical for just fulfilling sponsor requests since they sometimes want more than one pair at 60 lewdness (I've even had times when one sponsor has 2 tasks - 1 for 1 pair and 1 for 2 pairs at 60).
My main solution has been to just decline those tasks and take the small rep hit which is very easy to get back with photos, vids, and escort tasks (or easier panty tasks). It just seems a bit odd that sponsors have this one request that is so much harder to fulfil than any other task. It's being tested and bug fixed atm, Discord is filled with reports.
Some game mechanical mods doesn't work with it yet, until they are your old saves won't work.
That's just one of many things
HeX adviced on Discord that we'r better off playing the last stable version until the new version is ready to go public.
My guess of why it hasn't been leaked here yet, is to avoid spamming this forum with bug reports too?

It released as a test last week Friday, but its currently just a Discord test to root out some of the bugs before posting to Patreon. It is then a 1 week wait for public release.

I think it would be a cool addition if users want something like that.
A lot of the changes in 0.45 are geared towards allowing the academy locations, staff/faculty and upgrades to be easily modded in. I think it would be a huge undertaking though, lots of systems you would need. Everything you said should be possible except maybe the "obedient during class" depending what you mean by that.
You might need to wait for 0.45 to add a new location within the academy since that is not possible in 0.42
Alright, I'll hold off on designing the mod for now thanks for the feedback.
If I get a bunch of thumbs up on my post I'll take that as a go ahead from the community to try it out.

We already can get something like that with the "allow all actions" punishment in exchange for forgiving her rule breaks. Maybe it could work something like that?

There's a traceback error with Valerica Steele when she appears in the student selections screen. It's caused by all the "lesbian" vids. Deleting those files fixes the traceback error.
