I really like games where you can corrupt the public morals in the gameworld, leading to things like girls going nude and having sex in public without shame. I'll list the games I've found in this area below, but I'd love further recommendations!
Games that get all the way there:
My New Neighbors - Corruption sandbox VN, a family of (always nude) succubi move in next door, they turn the MC into an incubus, and you get to corrupt your family and all the other women around into succubi as well. Once cleared, all girls are nude 24/7.
Holstein Girls - Short sandbox/VN where you help invent and produce a serum that makes women's breasts expand, makes them horny and submissive, hate wearing clothes, and makes them lactate. Cleared girls all stop wearing clothes entirely, and towards the end, the school allows public nudity. A remake with more renders and animations would be awesome!
Lab Rats 2 - Character creation/sandbox type game, which autopopulates the gameworld with women. Endgame for me is to raise all of their sluttiness ratings to where they're comfortable going nude, and have nobody wear clothes. If you're going to play, I'd recommend the modded version here. It adds a lot of extra content.
Anything made by
Glassix - Another sandbox similar to Lab Rats 2, characters get comfortable going nude via increasing the "audacity" stat. Very old character renders though.
Meltys Quest - By far the best Japanese RPGM game I've played in this vein, and the only one I'd recommend.

Strip Club Wars - The dev credits Lab Rats 2 as an inspiration, and I can see it. Graphics are realistic AI generated CGs; there's a wide variety of women (and men) available. Not all of them are conventionally attractive (and there's a few that don't look right because AI), but I think the contrast makes it better. It's also a management sandbox, but you're running a strip club, and competing with three other strip clubs. You also need to influence and bribe the city commission members, and get your friends/LIs elected to the commission, to pass laws that reduce restrictions on your club, and allow more sexual activity in public. Endgame is full public nudity/sex allowed. The only things i don't like is that there's no way to customize the work uniform within your club; I'd really like to be able to tell my strippers to just be naked all the time. Also, there aren't any animations or sex poses, there's just a series of skimpier outfit CGs and a nude CG for each character. You can also easily import new CGs into the game if you're into that.
WTM Academy - Premise is that you're running a school and a law just got passed to allow teachers to molest students, supposedly to "motivate" them. Plot is paper-thin, but you're just there to get porn stars into your class and have your way with them. Progress is very fast, girls quickly get comfortable with you groping them, progressing to stripping and fucking them, and start showing up to class naked. You can also visit them after school, corrupt their mothers (to a more limited degree) and do the same gameplay at home, if you want to progress with a specific girl faster. You can also unlock photosets of the actual porn stars, there's a mechanic where you earn money by doing photoshoots and selling them to sponsors. The one frustration I have is that the in-class graphics aren't full pictures of the porn stars, they cropped out pictures of their individual body parts with different levels of clothing and make a composite. Not really the same IMO.
Rogue-Like: Evolution - Pretty famous here at this point, absolutely qualifies for this list. Hand-drawn CG graphics, style is based on the old X-Men Evolution cartoon. You're a new student admitted to Xavier's academy with a power that gives you immunity to mutant powers, and an "addictive touch." (Fortunately, the game lets you progress without exploiting the latter, it feels kind of scummy to me.) At endgame, you have a harem of various X-Women and other Marvel girls, and they all can be ordered to go nude all the time and have sex in public (once Xavier is "persuaded" to allow it).
Games that get close, might get there in the future:
My Fallen Angels - Harem sandbox, takes place in a zombie apocalypse with very few survivors, so nobody is enforcing public morals, and the virus is making your survivors super horny. Plenty of public shower sex and threesomes, and outfit customization in private, but nobody stops wearing clothes until the very end.
Bloom War - Doesn't have much content yet, but what is there is very promising.
Naughty Lyanna - Exhibitionism VN, has Shyness and Boldness stats for the protagonist that seem to lean the available choices in a more ENF or casual direction somewhat. I'm hoping maxing out Boldness eventually gets to casual nudity, but the available content doesn't go there yet.

The Null Hypothesis - Inspired by Rogue-Like above, tries to take the same premise but with expanded VN content. Much more story and characterization, but more limited in content. Only three girls available at present, and while you can customize their outfits, public nudity and sex are not currently available. Best you can get at the moment is running around in their underwear, and sex in their rooms.
Sadly abandoned games, but still worth playing for what they have:
Sins of the Father - Incest VN where Mom and sisters gradually wear less and less around the house, due to supernatural stuff. Much higher quality than Holstein Girls, but ends at a pretty frustrating point, and the dev confirmed recently that no further updates will be forthcoming.
Sunville - Another VN with sandbox elements, seems to be heading in this direction but hasn't gotten there yet. As of the current state, the protagonist still won't go nude in public outside of exhibitionism events involving a lot of trying not to be seen, but spends most of the day at school nude, goes nude at the beach, and is corrupting the other characters in that direction as well. (Edit 9/17/2024: Game hasn't updated in a year and a half, dev last posted on the thread in May that he's working on an update, but we don't believe him at this point. Still a fun game for what it is, but don't expect it to get all the way there.)

- Has five games all centered around corruption leading eventually to a casually nude harem. My Best Friend's Daughter is probably the sweet spot to start with. The oldest, Room for Rent, has the most content but some of the character renders are not very good. You can tell the engine was improved during development because the characters introduced later in the game look way better than the earlier characters. As of now, My First Love looks the best, but the content wasn't really fleshed out as much. They also released a sequel to MBFD, which takes place decades later with the main LI's daughter and her friends, but it wasn't finished; they moved on to the next one instead. The newest one, My Early Life, I frankly don't recommend. There's a bit of a "creepy" undertone with these games, and it's way worse with My Early Life than the others. Also, all of CeLaVie's games have slow progression, but My Early Life is the worst by far in that regard.
