My general thoughts on Cait - and the author behind her - are much the same as my thoughts of Kiyoko - and the author behind her.
Namely, it feels like at times they should probably have been the actual protagonist(s) of the story, but Savin and co remembered that the point of these games is to have a (transformable/customizable) self-insert/waifu/husbando for the player instead.
Compare this to like, Brint. Brint's pretty cool. When he's in your party, as best I can recall, no one in the win/loss scenes slobbers over him and ignores you. Brint, as best I can recall, often has a lot of options to threesome on win scenes or NPCs but never like, forces it on you. Brint doesn't really constantly remind you He Fucks. You can date him and get into a relationship where he - multiple times - is sweet on you and says you are his best partner.
Brint even comes with a genderswap option who's much the same! So it's not even like, "oh Brint is a male character and Cait is a female character in a game about sluts"
If there's one good thing about Cait, it's that she seems to contain all of Savin's particular impulses and (arguably, I'm not really going to get in a debate over it but it's come up as an accusation so if its true I consider it restrained to within Cait's writing only) gripes against the more insistent/vocal fans of his characters from CoC1/TiTs. He made a character, she's super slutty, super sexy to the point everyone talks about it, she is Not Your Waifu, and she reminds you of these facts a lot. He hasn't seemed to do that with any other character he wrote.
Edit: On the whole Cait anal/NTRish thing, I'd argue it's not that its NTR - Cait is clearly a huge slut and isn't being stolen away from you because she's never Your Waifu to begin with. It's that it's kind of a pseudocuckoldry thing when Cait specifically says she will not let you do anal with her, and teases/hints that this could change in the future - this is clearly bait/hinting that this will be a Special Thing she shares with you. But then, in various loss scenes, she proceeds to have anal done to her and goes on to clearly and in detail enjoy this state of affairs. and then after she has her anal virginity taken by force, she still won't let you do anal with her. Then, to add a bit of extra spice, it's been mentioned by the writers that there IS planned to be special dialogue/changes in the scene where Cait eventually lets you do anal based on if its her first or not. Basically, "there is sex Cait will have that Only Other People get to do with her, never you" and that can remind people of NTRish vibes.
