Just to put something in perspective: there's been three(3) permanent futa NPCs added in the last year. Kalysea, Annika, and Seastone. That's it.

If we were to count scenes instead of characters, the disparity would grow even more (just for example, in Mayternity, exactly 1 futa character got any love at all, everything else was for pure female NPCs).

the problem isn't the amount of futa characters per se, it's that most to all of the futas are 90%+ the same character with small veneers of difference.
Not to mention yes the differences between Alpha and Beta
Now before I go on, I should mention that even in tits I never had an issue with content distribution (as this debate is older than both games).
But just like in TiTS, judging distribution by raw NPC count has always been misleading. NPCs aren't created equal. While there are more females than futas in starhome, one is asexual, one has a solo scene, and the other is locked behind a foursome that also involves a futa.
In regards to content for futas theres:
Evergreens new blowjob
Dragoon Azzy and Dragon Evelyn, Seastone's myraid of scenes and the futa shark(s) down there, (technically Futa Lyric), Kas dungeon scenes (admittedly only three), The water bard, technically the dragon mace, Vivianne got that new scene, technically Berwyn, Arona's got a bunch of new scenes + that pregnancy expansion, and uhhh... Well we're not counting dickgirls right?
When did those undermountain demons get added?
There's seldom been long periods where futa lovers haven't been eating good.

Over here. Glacial rift past elf kingdom. There's like a whole side quest fight gaunlet associated with the dungeon. I recommend bringing Agni/be a charmer I believe so you don't miss anything(there's a summon you can lose out on if Im not mistaken).
That ice place with the frost giants. You have to finish Gweyr's quest and then you can talk to the shark hippy who'll set you on the path to meet the rest of the sharks.
Unless I'm wrong, everybody can get that summon.

While its possible that they have magical uber engine that they feed text scenes and description where it, uber engine, should put them and such shit, overall architecture of code give obvious hints that chances of it infinitesimal. It most definitely coded by the javascript programmers, that know jack shit about programming, in general term.
Just imagine that somebody builds skyscraper without sewerage system, argumenting it absence with something like 'when we finish it we will add it'. But it will turns out that it reqiure breaking main/bearing walls/floors, creation of additional technical floors, breaking/redesigning from scratch electrical system, etc. It will be building it all from scratch.
Nobody, from those who know how to do it, will do it for....what, 5k $ month?!
Proper mods support requires engine to have more or less working compiler. And its...hard.

Its possible to implement some kind of mod support (read as 'really bad') by using a source map. Electron (node) is able to interpret and launch it, after all.

As someone who does watch for futa stuff, I've watched whole months go by without a single scene of the stuff.
The scenes you named come with a bunch of asterisks and "technicallys".
Cassidy can be any gender. (And has no futa exclusive scenes).
Lyric too. (And has no futa exclusive scenes).
Berwyn too (and has no futa exclusive scenes.).
And other than that, you're mostly listing a few one offs months apart.
If we were to go month by month for just this year for NPCs....
June: 3 scenes with Kalysea, one 69 scene which involves a futa and a female.
May: Vitra PC preg scenes.
April: 1 scene with Evergreen.
March: Brint/Arona threesome.
For the heck of it, throw in Ryns dungeon content, which makes this month a bit better.
February: Teatime for dragons quest, so a chunk of new Evelyn scenes (havent counted). Azzy (not a futa) has a couple of scenes with her ovi.
January: 1 Kass scene.
Also, Cassidy who's gender is customizable.
So out of...6 months, in 5 of them futa scenes are in the single digits. Mostly the low single digits.
Female scenes absolutely dwarf them. I can't count them atm, but even glancing at the changelog you can see months we probably are sitting close to 20.
You're right in that the issue with content distribution and that it doesn't reflect the NPC numbers; its even MORE skewed in favor of pure females than anything else.

There's a door that requires you to play an aggressive song. You go in there. Beat the Jotan up. Get a horn. Take it to the summoning circle that evergreen can setup in the wayfort. And after that you'll meet the bard. Maybe there's another step there that I can't remember but~

Here amount of futas on square centimeter exceeded any know to modern science number.

Point is that the amount of 'direct' futas aka futas that can be accessed with minimal efforts are quite high, around....30%???? from entire pool of freely accessible characters. Which is where 'there are literally 99.999999% futas' mistake comes from. I wont discuss more futa related things here, like most of futa personalities goes like 'look at my dick, my dick is amazing, give it lick, it tastes like raisin' because it just justify where initial '>99.99999% futas' take comes from. Amount of scenes per character do nothing here, since all none futa (most, not all, okay) scenes have requirements like 'jump on left leg seven times, turn around counterclokwise three times call to the jesus using skype and than look under your pillow'.
