It's not just "unfinished" content, but across both games there are many characters that (at least for me) break immersion, because you can feel that they were added as an afterthought and live in their own bubble. Kind of like magic in Skyrim, where many spells should have entirely changed the way the world works (unlocking doors, turning iron into gold...). Typically they also represent a very specific fetish that someone thought of but wasn't really sure how to tie it to anything, so now it just stands out like a race swapped Cleopatra.
I would understand if the idea was to have characters react to the passage of time or story to give them more depth, but it's more like nobody could be bothered to finish or remove them from the game. Now they mostly just sit there on their tiles, frozen in time and place, like a part of a porn compendium.
