I kinda think 3 is generally the most common number of scenes across all characters, especially named ones.
Regardless, even if the split was generally 2 and 4 that would still put futa scenes waaaaay below.

That's true, though it got shat on a bunch for that ages back. You get a few things that are off in coc2s art, but they're generally at least somewhat recognisable as the same character.

Most of encountered...encountering...encounters....characters that want to kick you ass for the glory of manowar are futa. Which makes them, SURPRISE SURPRISE, much more 'common" comparing to usual scenes of 'hand holding'. Forest, as an example, completely consist from futas. Even trees, even air and even sky are futa there.

I gonna make a wild guess: the fact that a significant number of people feel that the dick-related content overwhelm the rest of the content may stem from the fair number of feminine-looking dong-wielding NPCs taking important lore spots , e.g., Kasyrra, Jaeleen, Evergreen and Meira, the marefolks, and Arona. I ain't saying that I agree with said people, that's just my take on the matter.
yes like i said it's that nearly every damn important character is a herm and that female chars rarely get any new content (remember Sharr? or the Goblin Tailor?)

I don't see that much futa content to be honest, my character became a hermaphrodite because I kept getting eggs in da butt lol so went fuck it, took me a few reads of the appearance tab to see how my guys tits were growing in.
But only futa I see on the regular is Arona, majority of other characters are single sex female, my own harem of cats, gwyn, Azzryn and all the female companions.
The two orc sisters of Arona are regularly knocked up by me lol, sooo I do not see all the futa content others bitch about so much.

Hm, seems like a stretch, the only important herm character I can think of are Evergreen and Kas. And Evergreen hasn't gotten anything since she came out.
Jaelyn is a minor character, and we got, what, 5 elves out of winter city (Elthara, the guard with the cat, Huntsmaster dude, the witch chick and the baliff) of which one is a futa and 4 are chicks, and both Elthara and bailiff have either as much or more content than her. Heck all of her new scenes include the bailiff.
Evergreen and Meira come with Seina, who has an actual romance and dates and whatnot. Plus, the equivalent right across the street for them is...the foxes, who have, what, 5 females? and stomp them in terms of content.
What futa marefolk? The.
Mom and the guards? Side characters with like two scenes? The two princess have way more scenes, story importance, and can be married, go on dates, etc.
And Arona I guess is important...but she's literally our only futa companion. Not to mention she came with, what, 6 female orcs? And Ragnild especially, who has again, a whole romance that's really pretty good.
Heck, look at Khor'minos...there's one futa character with a decent amount of content (centaur prostitute) but she came with 3 other girls AND more content for the two farm girls, and has no real story importance.
The champion chick giving you quests, the centaur chick you'll fight in the arena, Briennes family? All the characters of any importance at all are female.
And that's despite Wsan having a MASSIVE hard on for futa ( it's honestly weird how more people haven't noticed that, most of the futa with a bunch of content are a Wsan joint).

Plot and lore wise, it doesn't seem that much of a stretch. Scene content is another thing in itself:
- Arona potentially becomes the leader of the Kervus tribe, known for enslaving anyone that has the bad luck to meet up with their raiding parties. Their reputation is such it is mentioned that some of KM inhabitants bear a grudge against them.
- The coon abductor is not in best terms with both Komari and Carmen. I may be wrong, but as far I recall, freeing Kiyoko actually requires the MC to make a deal with the trash panda.
- The whole marefolk thing is directly tied to the fate of a whole region and two neighbouring tribes. The whole gender-bending thing is a core aspect of the marefolk tribe.
- Etheryn will at some point graduate from princess to actual monarch, who's from there supposed to rule a city in shambles: Jaelyn was the captain of the guard, in charge of protecting the reigning monarch.
I think what benefits those who approve of or at least tolerate futanari/dickgirls is that it's already such a niche idea that people who are into it, are generally accepting of a futanari character regardless of their personality, depth, etc. If I had to guess, the extra appendage that is the penis in addition to the overall feminine features is the main appeal. I don't see why some people would be so into futanari if they were not willing to receive anal or fellate a pretty girl's giant penis, otherwise what is the point?
What it comes down to is that people who like futanari/dickgirl characters will have much less to criticize when their fantasy or interest is being anally rammed by a pretty girl packing something that is equivalent in length to your own arm. Or bigger, sometimes. You always know what can be expected from a futanari character and I think it'd be a challenge to find futanari who are not interested in sexing you or who do not have that as an option.
Those female characters without penises? Not so much. When you examine them, they are not always intrinsically interesting depending on what the player is looking for or hoping from those female NPCs. There's a lot more potential for disappointment on a more individual level when they don't encompass an entire fetish or fantasy, unlike what futanari does. Some unmodified female NPCs, as in those without a dick, may be written as too dominant. Some may be written as too submissive. Some are just there to be a throwaway. Some may not even want to sex you at all because your own character's penis is too small or you aren't the correct gender. I know this was something we could experience in TiTs, although I can't remember if it's the same for CoC 2.
People like to refer to the statistics to disprove the opinion of "too much dicks in my porn game" where the Wiki states there's over 100+ unmodified females in comparison to 30-something futanari/dickgirls . . . but the statistics don't take into consideration just how many of those females are genuinely quality over sheer quantity. It fails to detail just how many of those female characters will properly satisfy certain fetishes players, as individuals have, such as how many of them are more dominant or submissive, or whatever it might be. So, players are spending a lot of time running around searching for those 100+ female NPCs, trying to locate the ones which will arouse them the most based off of what they offer. There could be 100+ female NPCs but when you consider how it's basically quantity over quality, there's more like 40 female NPCs which are actually decent enough sexually, making it more of a tie. Hence the complaining about too many dicks.
I think people who like or prefer futanari are more likely to be satisfied because it's generally the same idea each time.
