Some games release all the stuff that they use in house to create content in order to make modding easier, like baldurs gate 3, so yes this partly on Savin & Co.Yeah, the longer I stay here the more I'm starting to believe that people lack interest in modding CoC2 (or CoC2 in general), instead of Sav & Co. putting technical roadblocks in the code as the cause of the games' lack of mods.
It's not necessarily lack of interest, but until there are tools and documentation to mod coc2 it's just not gonna happen. Renpy and daz are incredibly popular these days because of how easy it is to get started, having a low entry barrier is key to fanmade content.
