To clarify on Nero a bit. I didn't say he himself started the fire, but that he was responsible. As with all ancient events, there's mostly third party evidence, almost without concrete proof.Also, Nero wasn't responsible for the Great Fire. He wasn't even in Rome at the time of the fire. He also opened the doors of his palace for the people who lost their homes in the fire. Nero was nowhere near the awful ruler people think he was.
It could have been negligence, like allowing poor quality constructions and stockpiling all of the flammable materials in one location. Or it could have been a lash out by persecuted minorities against the oppressive emperor.
Either way, all of it are educated guesses and I myself don't think he was mad enough to burn down his own capital. But Rome did burn, and it was Nero's failure for allowing it to happen in the first place.
