Damn not a single dev over here have the capability of figuring out right away if their game will have ntr or not so people would not waste their time on it XD. Really how hard it's to pick your tags at a early development and stick to it? I presume nearly impossible based on my experience with this place.

its called poll raiding.
there are literally groups of people dedicated to it for various causes.

they join together to bombard a poll with votes for their specific fetish to get it introduced into a game. then vanish to go on to the next game in need of raiding.
meanwhile the original game sinks because they did a sudden hard pivot on the audience demographic

Do you adjust the vote power by how long someone has been a subscriber?

As I said there are groups dedicated to poll raiding.
They join at the same time in a coordinated manner, all vote together to get a new fetish introduced.
then all unsub and move on to the next game.
