I know ILLUSION re-branded itself, but HS2 Libido remains visible to be purchased. Unless something else happened that I'm not aware of.
HS2 can be on Steam, HS2 games can not. You don't own the graphics you make using Illusion games, Illusion does, or whatever company their rights were folded into when they went under does. Legally it's no different than making a porn game with a modded Skyrim or the Sims, they're just screenshots from a different game and not something you own the visual rights to.
Cosy Creator you can ask by steam if they allowed this game i don t know but i bought some games in steam was i have found here in F95zone i mean i can not pay all months for your game but i can buy it on steam and if your game cost 50 euro i would buy it i like your game. But ask steam then you see if it allowed or not.

Or put some random game in Steam like Pong and I'll pay you $250 there. I have $1.5k on Steam from selling a random CS:GO skin and I have nothing to spend it on.

Honey select isnt allowed on Steam I am pretty sure, also uploading a game to steam takes a lot of work

there are a couple HS/HS2 made games still on steam (they might have grandfathered in when they decided not to allow them)

Yeah, one or two have slipped through the cracks, but generally they're not allowed. Even if they were though, school uniforms aren't allowed on steam, so I'm doubly out. Trust me, I'd love it to be an option, but unfortunately I don't think it is.
Downloads and reviews are the main things that they go on, I'm not sure comments have any effect.
So I just need to go download it 50 times with 50 different VPNs? Well there goes my data for the month

Fantastic game! Will for sure subscribe on subscribestar soon. Hope it gets updated for many more years, the story and character development is very good!
