You didn't. If you'd done that, there would be 2 kids at the left side of the mayors house, peeping inside.
Most likely, you missed 1 or 2 events with Gyuu in town. Find him, talk to him and then go back to the mayors house.

I'm having this same issue, and I can't find Gyuu anywhere. I'm already passed the point of using the seven orbs. Did I soft lock myself out of it?

I tried to just download a full save in this thread but I got that moonrune error and it wouldn't load either.

I just used two bottles of booze on her, cuz I'm a filthy cheater and maxed out my money as the first thing I did lol. Tbf the only things that accomplished was the Keiko fight and getting the max speed movement item from the Cocco shopkeep for an exorbitant price early, even tho I only used the Ninja Footwear(which you can get for free at the start of free roam by going to the Police Box basement lmao)
I wonder if getting the +strength and +best gear wishes would help, but I only did the Kiri wish.

You can get two wishes from the shrine when you collect all orbs. Wishing for the good ending (saving Kiri) will prevent you from making more wishes but you can wish for money and then for the good ending.
