What inclinations do teachers need to be the ones to make a move on you? I swear when this was first implemented there were different dialogues for you being approached by a teacher for sex vs you approaching them based on if they were forward/dominant or submissive, but now I can only ever get the submissive version

Is hard, but not impossible, without cheating either..
Some seeds can be more hard.. Depending i guess from your settings in world generation, sure helps a lot raising ratio, some Special will always avoid sexual interactions, out than the Cinema dates..

Forward Dominant Dominant Vibe Forceful Confident .. They don't need all, but some of those sure will help in what you seek..

It is true that lust with certain NPC hardly move at all and require some tricky moves like socializing during lunch or dinner and choosing exhibition acts or serving them at River Rat (require extreme luck to meet the one you want).
The cheat is just to test that it is possible and i will go back to grinding their lust bit by bit.
One more question - is there anyway to out dominate the dominant NPC during sex?

Depending by your active inclinations..
If you got Dominant & Dominant Vibe could take some attempts, but you will get your point..
You can still drive most of the encounter also with Forceful NPCs, that will bring anyway them to dislike a bit the encounter i guess..
Also, is it possible to date the classroom harasser? I have lust and her dominance at max but no romance at all. Is there scenes with her?

Relationship will open after you complete their storyline..
If you look at your Hints there should be the point where you're with it..
Mine is to come see her at the media lab the evening but i've been there many times and nothing happens. I'll continue to see if if i have to continue

Depends on the character I make, but it usually is centered around a character's storyline (The best friend, the class admirer, the e-girl, etc)

I'd like to address your concerns:
I could simply lower the mod's event frequency to make it trigger less often in the next major update to the mod.
I might run a poll on the Discord post for the mod to see what people think is the appropriate frequency for the mod to activate.
The current requirement for the mod to trigger is to find 3 nearby NPC's that all are sexually attracted to the PC, willing to have sex with the PC, are of the gender that the PC's prefers sexually, and one of the 3 NPC's must have the "Forward" inclination.
I could easily add more requirements to each of the NPC's, such as additional "Forward" inclination checks, but, with every additional check I add, the less likely the mod is to successfully find valid NPC's to trigger for the PC, resulting in very rare event offers for the PC.
That was my reasoning for keeping the personality checks minimal.

If you have Bad Situations turned off the quest won't continue. I turned it off midway through the quest (tired of bus molesters) and it gave me a warning.

Then last step for the Harasser would be an "assault" while going around for the Uni (supposing you wanna them as Master)
There's also a book called "How To Look Good Naked"
You can also choose a minor course about it, then would be easier..
