Just go to Blodgett Gymnasium in the afternoon, if the event activates, it will start automatically. You might need to read the notice in the dorm first, not sure, but it is at least somewhat random. That said, I've only found 1 petition: Unisex locker room. Which doesn't seem to have brought a whole lot to the table.
edit: Grepped around the code a little. Looks like the swimsuit petition is started with you walking around a pool presumably wearing a swimsuit. The topless petition looks to be started outside the mall by watching a couple of guys sunbathe.
I found the swimsuit and topless petition idea events in the code, but it doesn't look like there's any following code to actually do anything with them. I'm not at all adept with SugarCube, but it doesn't look like those events are ever actually called from anywhere, either. They exist in the code, but nothing will ever trigger them. Am I missing something obvious? Has anyone actually had these events trigger in-game?

I have gotten the Unisex locker room and swimsuit ones to activate. Just got home and have taken another look....aaaand just confirmed my thoughts on the topless one:
So assuming I'm reading this correctly, topless one only starts if:
1. You're walking into the University Mall location.
2. On a warm or hot day that is either clear or partly cloudy.
3. You must have successfully petitioned for Campus Swimwear (and activated petitions in general? ok...).
-- 5% probability if those are all true?
Assuming I'm reading the initial one correctly(the unisex locker one), it must be 3 hours after the last class? It took me ~20 attempts (swimming + walking into the pool area) for the swimsuit one to trigger.
I'm not familiar with how SugarCube works, I do know that most of the fun stuff (for cheating anti-grind purposes) is under SugarCube.State.variables.[whatever] and that if you're having trouble figuring out the variable, grep -C 10 will probably point you in the right direction.
