lol in theory you are correct but its just a number the dev can use whatever terminology they want. some devs start at 1.0, makes no sense but that doesnt mean it is complete.
also i would say that it is finished. this game is almost like an episodic series. the cummy state good ending, cummy state bad ending porn influencer and the harem route all do end their arcs. shit they feel they could all be different games. having cut content doesnt mean the game isnt finished, it just content that was removed, maybe because time, maybe because it was boring.
Played through the Cummy endings. They are not finished it literally tells you to wait for more content.

This team has made a lot of games and just abandoned them. This at least has some endings done (One TBC ending) compared to everything else. Real shame cuz writing and art is good. ADHD not so good.

So, they basically scrapped all the future endings, gave the middle finger and called a day. Shame.
You need to search in all 3 areas (studio, store and office), using korra and asami to distract the government fellas

After you unseal the ancient scroll you have 2 dialogue options soon after. The top option will send you to the good ending for cummy state whereas the bottom option will send you to the bad cummy state ending.
Not the person who you replied to but damn I so regret trying to pick the bad ending. Furry shit which to be honest was fappable in the first stages but got weird in the end and then some gay ass futa shit with fucking sounding on top of all of it. I cannot even imagine what the third path will be like, well I do but I hope it's not it.

I was reluctant to try this out since there are like 10 avatar games out there and they rarely compare to FET or book untold. But this was surprisingly good. Even though I dislike Futa and Furry,the rest of the content was nice,different scenarios and costumes were cool, and the writing was decent.
It's a shame it's already finished,as I saw they never made some paths that were supposed to be in the game as shown in the "map". But I also saw that it said "To be continued?" on some paths I finished so i don't know if this is over or not. But since they are already announcing new project I assume CB is completed. Shame,not using Jinora is also a shame. I wish they would make an ATLA game. For some reason a lot of people choose to make games about Korra rather than ATLA, which is kinda weird since ATLA is clearly a better show (im not a LOK hater,ATLA is just that good),and has more attractive women imo. Anyway,thanks for your work devs,the game was fun,even if it feels unfinished in some paths.
