Manipulative would be a stretch... but cunning? no way. The only reason he hasn't been kicked out yet is because of the mc's actual stupidity and Vallabelle's racism. Now that would be a huge spoiler. I think he's referring to the quote which says "should be doing this instead of being a hoe" establishing that what Vallabelle is doing right now is hoe behavior, to which the dev is saying that no, she's not being a hoe and she won't be a hoe.
I mean he's consistently been able to deceive both MC and Vallabelle multiple times on numerous occasions. Granted theyre dumb as fuck but he's still doing it consciously. The mc did hear him in the beginning though, that was the first time he considered killing him, because he literally just started shouting how obscene Vallabelle's body is... not very bright if you ask me, actually i would go as far as to call him stupid, which is fine, that means the corruption will be a lot more interesting, instead of getting an actual criminal mastermind who would've screwed her day 1.

What I been thinking is the dev said sex for the first time (Penetration) would happen in the middle of the game/story and their plans (dev words) is to have the game done by the end of the year.
The game 1st release was on January we are almost by the end of April and still no sex I mean not even a HJ.
Im sorry but unless there's a plot twist to acelerate the "stuff" there's no way they can by done by the end of the year.
