What determines whether a game gets the "On-Hold" vs Abandoned tag?

I think this is up to the mods of the page! I suppose it's based on how long ago the update was published, for example.

On-hold if auther announces break. Abandoned if he just vanishes without a trace or anounces he is done and not gonna finish it.

Incorrect; it's about length of time, 3 months since last post is the cutoff.

Yeah, fair enough; although if there is one inaccuracy there, it's that most games that devs announce that they're done with, tend to get marked 'completed', though only because most devs announce completion when they drop things like a bad habit
