First you select some char, example: Suzume
Then you choose unit with Rare Factor, and you get new skill on Suzume.

You can see that merging Or-Open into Bezeleye just gives me *Rare Factor again; or is there like a specific rare skill catered to each char and Bezeleye just happens to be *Rare Factor again?
Also, are most of these new characters in Part II just random chance to acquire? I saw Sachiko from AL church invading and I managed to capture her, but when I reloaded that save and fought her again, I didn't.

Did a merging accident occur when transferring the skill? If so, yeah, it seems that it simply rolled Rare Factor again.
Mercy Charge / Tiny Reach is usually good enough to guarantee a capture, otherwise it's a random, usually lower than a default unit, chance.

to capture all the fiends i need to have luck with defeat warrior hunt or mercy charge or i need to defeat them in solo battles then to capture them ?

You get short event and that's it. It's mostly for levelling up characters in the process of climbing, but that is long and unworthy in my opinion, but it could act as a filler in between rounds if you want to spend the time on it. But yeah, by levels gained from all these levels in this dungeon you will be probably overlevelled later on.
Is there a way to recruit ran? The houjou bonus doesnt have her.

How can I recruit Hawzel and Silky? For Hawzel, there's a event tell that I should find her in a cave but can't find it anywhere. For Silky, i'm still trying to capture her in battle

You need to play through Part 1 and carry over her to part 2

If you wait too long that might not be doable, or if you rush things too much then not doable as well, first you need to get an event where Saizel is hiding in Balaou Mountains, and if you wait a bit more then Hawzel will also go there, that is only way to get her. If you recruited Saizel alone then you can't get Hawzel anymore.
For Silky you need to lose a battle at Archfiend Castle when it has one territory then an event will spawn
