(going off memory)

you need to first talk with your target and increase your relationship values (talking about various interests and while giving the correct opinions on the subject in line with their opinion on it, might be related you your values in those subjects) then i think you get the option to ask them on dates or you call them from your house and ask them to hang-out. just keep an eye on their meters in the menu to see how you're doing

Surprisingly, YamiToast is alive. I honestly thought it's abandoned, but no, 33 days ago was another update on his itch.io, boosting the latest version up to V1.086. Look it up, it's in the links at the first page.

he IS alive but last i checked on the discord he's thoroughly uninterested in primarily developing the game took a whole year or so for minor additions and tweaks. they're focusing on other (in my opinion far less interesting) projects

That's sad. Many devs are like this, way too unstable with what interests them at the moment.
