Yeah,I tried to change my PC's date to the 30th and 31st of October and whenever I use the phone there is nothing in that store

Was there a dialog where it really was holloween, did the event triggered, and the mc said it was holloween?
Just to be clear did you change the date of the game's date or the date on your PC? I know it's a dumb question but that's really all I could really think that went wrong, or maybe you still haven't triggered the quest, so you could buy it from the store, interact with the NPC's...

You have to stop/pause clicking occasionally to let the red bar drop a bit then continue clicking - it's a pain in the ass.
