Ok so i tyrned off CPU use as you suggested and this render set exactly the same as the previous one (which i forgot to save) took exactly 17 minutes set at ultra quality and at 3480 x 2160. seems you were absolutely spot on unless the fact it is daytime would make a diffrence?I will try that and let you know the results!
