The hair has a "cap" that's supposed to fit just over the model's head. This happens when the "cap" intersects with the forehead - you can usually expand it using morphs in the hair asset. Look for "forehead depth", "forehead width", and "head size" - those are very common useful ones.
(Also you can probably do the same thing on the skirt, if it has morphs available to adjust it, or add a smoothing modifier to make DAZ calculate collision between the skirt and the body).
