Sure it is. A reference means that something is related to something else, be it style, prose, coloring, backdrop, etc. Even your example here, though opposite of the video, IS a referral. No one said that it was Exactly like Palmer's (which it isn't).

Just saying what the Artist said:

So not a Robert Palmer reference... it's a reference to (based on) a Shania Twain Music Video as I showed in my Answer

I thought of Robert Palmer at first too. For the simple reason that I didn't even know that Shania Twain had an identical video to Palmer's, which was made years before Shania's. It's not easy then, and especially today, to be original.

The Shania Twain video was a parody of the Robert Palmer video, so it makes sense something based on that would bring up thoughts of the original.
