You must choose the best option to lose less forces. You must choose wisely on what actions your soldiers must take. Either the Adjutant or the Captain will give you a bad suggestion and will get a lot of your soldiers killed in action.
I can't seem to progress in the outskirts. I cleared the four bases and got 4 master key things but they don't seem to do anything?

The outskirts right now is an optional part of the game. It is still not finished, don't worry, you will not be missing any new content if you can't progress there.
After my first visit to Lia's place my game is stuck there.. no option to leave or talk or anything after her conversation
