Reasons for cheating are not always "Watch Dem Tiddies Now!!!!" but also "Skip this game breaking bug in this early version of the game" and "Let's see what are the new choices in the new update of the game!".I would keep the anti-cheat, if thats what you want. It is your game, i never understood people that cheat cause they want to watch all the scenes in a html game. Its not like most of them even read the text.
Tldr: "fuck'em"
The latter is quite literally the main reason why developers of "normal" games have the developer console implemented in the game.
I can't think of a single AAA game that does not have it. Sometimes it is openly accessible, sometimes it is hidden and requires an .ini edit or a argument at the start.
In this game the most often used cheats would be attribute cheats and a "Skip that damn QTE!" cheat.
It is HIS choice to prohibit cheating.
It is OUR choice to not play this game.
