you had to buy the 2 stores in the city and buy 2 computers so that it increases and can buy the runche (quest house forest + hospital + retirement home quest finish if possibly)

EDIT: Nope. Can't find any forest store. Only the bunker. And none of the stores in the city seems to sell cigarettes , alcohol and porn magazines. Is there something I need to do first to make the store appear?

Can't remember. But it only happens after you've played through a lot (most?) of the game. Makes sense, since it's really expensive to buy, but also earns you a ton of money once fully upgraded.
