I haven't done anything, nor have I thought about it. Right now, I want to expand the office and the ranch, then add more locations to the game and create some kind of endgame phase where managing funds will play a bigger role. In my free time, I'm working on 3D models for a new game, so the character of Justin will have to wait.

The missing character is Luna.
2 options:
1st: Cheats: fix luna option
2nd: saveeditonline.com, upload save, ctrl + f, find "localshopstory" change value to "35", download. Go to work in the local shop and the event should appear.
As for the strange house, the thread can be started in the park and the requirements are at least 30 days in the game and having a car. You may have taken the starting quest, but you didn't bring them vodka, so buy the vodka and return to the park to continue.
I think I met Luna and I also went for some time along her quest line, but then something happened (like she started a renovation in her house and told me to come later or something) and her house disappeared from the neighborhood.
Yes I remember I met those junkies, not sure if I brought them vodka or not, but I think there is no vodka in the shit shop anymore. And junkies do not appear in the park anymore as well

You need to follow the police route. After you get enough experience there (after superman) you will get the last quest with prison
how do I continue the stepsister story? the guide tells me she is at the pool but I cant find the pool anywhere.

If you have no pool - you did not finished all upgrades for your house. Try to call to the guys who do the upgrades and you will see.
I loaded prev save from novemeber on update but house upgrade has not been done and no option to do this. Do i need to start again?
