Just looking it up, the first several sites list it as a masculine name.
Wiki goes in to the greek etymology of it as it being masculine while the
female variant being Eugenia or Eugenie.
Seems really gross to me, but whatever. Have Fun!
I mean, it's just a name... doesn't even matter any. Other
than to me, personally, it would be a turn off to have to call
my love interest Eugene, or George, or Frank of some other
masculine name. lol
