I was able to give it to her on the morning of Day 6 just before going to church. They were burning Issac's house in the background and after the conversation with the enforcer the necklace started to glow purple and so I was able to give it to her then despite her not showing up in the scene.

Don't worry we just need to wait for another 6 months maybe a little more since the dev is technically working on two games at the same time now.
Supposedly this recent update was just the first half of a bigger one the Dev initially planned for, and that the maid had a full sex scene planned out. So I guess we’ll see it in April or something.
