Both in the real world and here, NTR means "cuckold" in Japanese, and it means that the love interest cheats on the person being NTR'd.
Netori is not NTR, because it is the exact opposite, it's you cheating on someone else with your interest, but you're not the cuckold. That's exactly why it cannot be used for both (because NTR = netorare = cuckold, not "cuckolding"). And on F95Zone, the definition is precisely that: NTR being cheated on.

That is not true, you can check games from Netori recommendations like this list, and almost every game lack an NTR tag. That means that probably the few that actually have NTR tag it could because the game has both Netorare and Netori at the same time
