Maybe because for some people it's more about the humiliation of the act than actually about licking foot sweat like a lollipop? Maybe because they prefer the sensation and dampness of cloth to skin? (same for leather if they have a boots fetish) Maybe because the mistress gets off more to the sub sniffing and licking her socks/shoes instead of her bare feet, and, as a submissive, he gets off to pleasing his mistress (or to degrading himself for her pleasure) more than any individual fetishes?
