Any tools like this that can overlay the translated text with the original? I like this but it's a bit tedious reselecting areas to translate, but does make the game understandable at least

test for translation.

unzip this zip file into the EcstasyForth\Content\Localization\Game\en folder.
then use UE4localizationsTool to translate the text in game.locres file by youself.

Is there a translation feature in the localization tool, or do you have to manually do it one by one? You can also export it all as a csv so there should at least be a way to bulk translate the ext through that
