Yeah the beggar/drunk at the bottom of the city map does have their own cowgirl scene, but I guess later on that same one triggers a 3P scene with the two rambo people. Then that scene specifically triggers a whole bunch of other scenes. I'm not sure about the order or anything, but I beat level 5 boss, I already unlocked the 3P scene in the EP space, and then I went back to the beggar looking for more scenes, got the 3P scene with the rambo people, and now it's allegeging there are 4 more scenes. No idea what the progression is, but the takeaway for everyone reading:
If you haven't triggered the 3P scene with the two rambo guys, then you haven't unlocked all the city scenes for this update.
After that, it triggers the four scenes (hooligan gangbang in scrap pile warehouse, 3p with artillery shell workers in warehouse, spikey haired guy outside the houses, and weapon dealer next to hunter bar).
Then after that, you unlock two more in the balcony areas: One on the lower left balcony behind a pillar that grabs you suddenly, and the cowboy/police on the right that leads to a 4p)
