Is there a way to get everyone in one place? Hel's people, the alders, the exiles, revna's people and the resistance. If yes, where do I have them go and what are the requirements?

I think you should talk to the people who represent the other factions (Papas, Birgit, Geir).
As for Bigirt specifically, in one of my gameplays, I ordered her to move to Undercity. And the next day, a new conversation became available asking her to convince the Hulders.
But I also have this question, because in all my gameplays, the captains will defend other areas, regardless of what I have done.
And I would also like to know if it is possible to convince the rebels to move, as Revna seems to refuse.
I think they made Chapter 8 more complex than it should be, because it has a lot of content that is not in the guide or is not explained properly.
That's one of the general problems of the entire game
And concerning moving the rebels, in theory it should be possible to move everybody in one city. I did it in undercity, where the rebels live, so in this case it is easy. There are several conditions for moving the entire settlement. Perhaps one day we will know all of them correctly, although looking through the code could help you...I think that by helping the resistance, you ensure that everyone in Undercity will move to another location.That's one of the general problems of the entire game
It wouldn't make sense to help Geir against the rebels, only to move him and leave Undercity as a gift to Revna.
Even so, the game is quite vague in this regard.
If evac to Vanaheim:
1) Know the truth abt Mannings
2) Secure Hel's tanks.
3) Talk to Revna how Undercity won't survive without tanks (even if they won against Resistance). She'll still say no.
4) Talk to Kare into convincing Revna.
5) Talk to Revna again
If evac to Alpine
1) Do NOT give Geir's Key or let Resistance win.
2) Secure Hel's tanks.
3) Put Alexa in Transport Mode & craft Childcure.
4) Talk to Revna how Undercity won't survive without tanks.
5) Talk to Sverre about moving.
6) Talk to Revna again.

Good thing I helped Hel, because I'll be able to use Transport Mode as a Valkyrie.
Does anyone know how to unlock Jostein's scene in the sauna in ch8? I've completed his entire arc and the side conversations, but the option doesn't appear.
I think I finally did it. In the end, the captains did not say they would go elsewhere.
But I didn't get any additional dialogue from Kare and Revna.

Is the game 100% done yet or nah? I'm playing to play Ch 8 and 9 together. I loved the game but it's honestly shameful that the creator resorted to AI at the very end.
