That's weird, cause Alpine (where the Ullr's shot is) and alder's quest hinted for you to be on siege mode. Maybe that's just me.
I think that's correct, because otherwise there wouldn't be any scenario where Production Mode would be needed.
But this conversation got me thinking that maybe Chapter 9 will be easier if I leave the factions dispersed, defend Vanaheimr, and leave it in Siege mode.
If the defense boost is high enough, maybe I can skip some fights.

That's and interesting notion, but the state of this game make do not want to try anything cause I am just bummed I can't do my Seidr run

You need all 9 CPUs to create the cure or set Alexa for Transport or Siege Mode. Extract them, but don't forget to return the CPUS on the same day.
You can replace the CPUs with Power Cores, but I don't recommend it. Not only are they very energy-consuming, but Power Cores only last a few days.
For the sabotage quest, you just need to talk to the rebel every day (in outer walls > sanctuary) until you have exhausted all dialogue options. Then the sabotage option will appear (you will need parts). The next day, you can go to the sanctuary to join the rebels on their journey to Vanaheimr. You can choose to save them or let them die. Don't forget to talk to Hel and the rebel in the next days.
Don't forget to fight or enthral the ancients during these days so that the countdown doesn't slow down.

1. Thank you very much, but it didn't not help. I'm already took the CPUs and set Alexa for Transport and then Siege Mode (production mode tried too), but nothing. Maybe I didn't find a place where I can make a cure?

Did you really not crafted the Homo Jotun Essence? Some conversations only happen when the “reconnect” quest is completed. And I believe that “New Life” conclusion (Ralf CG) is one of them.
If you haven't crafted it, take a screenshot of Alexa options.

Is that bottle in your inventory “Perfect Huldrekall Essence” or “Homo Jotun Essence”?
Take a screenshot of the Purge quest so I can see what else is needed to complete it.

I don't remember, but I might have given the Oathkeeper's key to Revna if it was needed for some quest.
Should I restart the chapter? There was nothing about that in the guide...
Once the Sabotage quest is completed, the second part of the Purge mission is complete.
And the third part is completed when you fight the Drones in sector 68.
But anyway, I think your game has a bug, because this option should appear:
If I'm not mistaken, the Reconnect quest happens after you bring order to Undercity , either alongside Revna or Geir. And you complete the missions of the other captains
And verify that the Oath Breaker mission is marked as completed. If so, you should restart the chapter. Because that quest conflicts with the Purge quest.

If you want to stand by Revna's side
Steal Hel's tanks and give the key for Revna. Do not accept any quests from Geir or Hel.
Hel's side:
Accept the Sabotage and Purge quests. Don't give the key for Revna.
You can give constructions for Revna, since it's one of the ways to trigger Alexa's side story.
Ps: Do not give her the constructions before you find Tora.
